> Answer 7 plain questions to see if an agency, solo consultant, fractional CMO or doing it yourself fits, plus what to ask before you sign. No email needed.

---

Choosing between a marketing agency, solo consultant and fractional CMO means matching what you need done to who does the work and steers it. A marketing manager's median national pay was $166,790 in May 2025 ([BLS](https://www.bls.gov/ooh/management/advertising-promotions-and-marketing-managers.htm)), about $13,899 a month before benefits, so many owners rent senior help. Teams bring output but less access; one person brings access, less volume.

Bottom line

Hire an agency if your offer is clear, you need finished work in several channels and you have little time to manage it.

Hire a consultant if you cannot yet say in one sentence who you serve, or you want one channel fixed by the person you actually talk to.

Hire a fractional CMO if you already have staff or vendors with nobody senior steering them, or do the first 90 days yourself if your budget is under $1,000 a month and you can give more than 3 hours a week.

## Agency, consultant or fractional CMO: what each one is, and what each is not

A marketing agency is a team that produces finished work across channels: ads, social, design, web and content. A solo consultant is one person who diagnoses and plans, and often does one or a few channels hands-on. A fractional CMO is a part-time marketing executive who sets the plan, budget and priorities and steers your people and vendors.

None of them is a guarantee of rankings or AI citations. [Google says](https://developers.google.com/search/docs/fundamentals/do-i-need-seo) "No one can guarantee a #1 ranking on Google." None of them is a full-time marketing manager either: you rent part of someone's week.

None of them can replace knowing who you serve. If you cannot say that in one sentence, every option spends your money on a guess.

## Free quiz: which one should you hire?

Answer 7 questions about your needs, team, budget and time. Nothing leaves your browser, and the quiz asks for no email.

*The interactive quiz runs on the HTML page. By hand: answer the 7 questions, add the points from the scoring table for each answer in each column, and the highest column is your best first hire (ties go to consultant, then agency, then fractional CMO, then do it yourself first). If the top two are within 1 point, treat it as a close call and ask both sets of questions.*

### How the quiz scores your answers

The scoring is my rule of thumb from building and running my own channels. It is not market data. Each answer adds points to one or more of the four outcomes, exactly as shown in the table below.

How each answer adds points (my rule of thumb, not market data)

| Question | Answer | Agency | Consultant | Fractional CMO | Do it yourself first |
| --- | --- | --- | --- | --- | --- |
| 1. What you need most | A clear plan | 0 | 2 | 1 | 0 |
| Finished work every week | 3 | 0 | 0 | 0 |
| Someone senior to steer people and vendors | 0 | 0 | 3 | 0 |
| One channel fixed and running | 0 | 3 | 0 | 0 |
| Not sure yet | 0 | 1 | 0 | 1 |
| 2. Who does your marketing today | Nobody, or only me | 1 | 1 | 0 | 1 |
| A freelancer or vendors, nobody steering | 0 | 1 | 2 | 0 |
| One marketer on my team | 1 | 0 | 1 | 0 |
| A small team plus vendors | 0 | 0 | 2 | 0 |
| 3. One-sentence offer | Yes, clearly | 2 | 0 | 0 | 0 |
| Partly | 0 | 2 | 0 | 0 |
| No, not yet | 0 | 3 | 0 | 1 |
| 4. Monthly budget, excluding ad spend | Under $1,000 | 0 | 1 | 0 | 3 |
| $1,000 to $3,000 | 0 | 2 | 0 | 1 |
| $3,000 to $8,000 | 1 | 1 | 1 | 0 |
| More than $8,000 | 2 | 0 | 2 | 0 |
| 5. Channels that need work | One | 0 | 2 | 0 | 1 |
| Two or three | 1 | 1 | 0 | 0 |
| Four or more | 3 | 0 | 1 | 0 |
| 6. Hours a week you can give | Less than 1 | 2 | 0 | 0 | 0 |
| 1 to 3 | 1 | 1 | 0 | 0 |
| More than 3 | 0 | 1 | 1 | 1 |
| 7. How soon you need finished work | Within 30 days | 2 | 0 | 0 | 0 |
| Within 90 days, plan first | 0 | 2 | 0 | 0 |
| A steady build over 6 months or more | 0 | 1 | 2 | 0 |
| Optional: AI search focus | Box checked | 0 | 1 | 0 | 0 |

Press "Try a sample" to load this example. The owner needs one channel fixed. They have vendors with nobody steering, a partly clear offer, $1,000 to $3,000 a month, one channel to fix, 1 to 3 hours a week, and they want 90 days with a plan first. They also checked the AI search box. The scores come out as solo consultant 14 points, fractional CMO 2, do it yourself first 2 and agency 1. The consultant wins with 14 of 19 points: 14 / 19 = 74%.

Now flip it. This owner needs finished work every week. They have a small team, a clear offer, more than $8,000 a month, four or more channels, under an hour a week and a 30-day deadline, with the AI box unchecked. The agency scores 14 and the fractional CMO 5, and the other two score 0. The agency wins by 9 points (14 minus 5).

## Agency vs consultant vs fractional CMO, side by side

Disclosure: I am a solo consultant who builds and runs my own marketing channels, so I have a stake in which one you pick. To keep this fair, the quiz can and does send people to an agency, a fractional CMO or to doing the first 90 days themselves. The second example above lands on an agency. I get nothing from any competitor page I name. More about me is on my [about page](/about/).

Marketing agency vs solo consultant vs fractional CMO for an owner-run small business

| What to compare | Marketing agency | Solo consultant | Fractional CMO |
| --- | --- | --- | --- |
| What you get | Finished work in many channels at once: ads, social, design, web, content | A diagnosis and a plan, often with hands-on work in one to a few channels | A plan, a budget and priorities, plus management of your people or vendors |
| Who does the work | A team. There may be an account manager between you and the person doing the work. | Usually one person, the same one you talk to | Your staff or vendors. The CMO steers them. |
| Fits best when | Your offer is clear and you need volume across channels | You need a plan or one channel fixed, often as a project | You already have staff or vendors and nobody senior steering them |
| Watch out for | An agency sells the work its team is set up to do, so its advice can lean that way | Less volume. A plan-only consultant leaves the doing to you. | With nobody to steer, you pay for plans that nobody carries out |
| Ask first | Who exactly will do my work, and will I talk to them? Will my accounts stay in my name? | Can I open a live example of your work? Will you do the work or only plan it? | Who will carry out the plan you write? Will my accounts stay in my name? |

**My pick for most owner-run small businesses:** start with one channel and one accountable person, then let your quiz result decide the type. If you are short on output and your offer is already clear, an agency is the right call.

## What this has to do with getting found with AI

Only 9 of the 43 ranking hiring guides I checked mention AI search at all. So most guides skip a real shift: a growing share of buyers now ask ChatGPT, Claude, Perplexity or Gemini who to hire. Whoever you hire should be able to explain how their work holds up when the question goes to an AI assistant instead of a search box.

Start with what Google says about its own AI features:

> There are no additional requirements to appear in AI Overviews or AI Mode, nor other special optimizations necessary.
>
> [Google Search Central, AI features and your website](https://developers.google.com/search/docs/appearance/ai-features)

Google's hiring guide also lists "Optimizing for generative AI" as a service some agencies and consultants offer, and it tells you what to check:

> If they have advice on optimizing for AI experiences (also known as "AEO" "GEO" services), is their advice aligned with Google Search's official guidance on optimizing for generative AI features?
>
> [Google Search Central, Do You Need an SEO?](https://developers.google.com/search/docs/fundamentals/do-i-need-seo)

Ask every candidate two things: how their AI search advice lines up with Google's guidance, and what they would change first on your site. Nobody can promise an assistant will name you. Good work only improves the chance of being named or cited. To test where you stand now, read [how to get your Kansas City business in ChatGPT and Gemini](/how-to-get-your-kansas-city-business-in-chatgpt-and-gemini/) and run the [AI visibility scorecard](/tools/ai-visibility-scorecard/).

## Our data: what 43 ranking hiring guides leave out

On November 3, 2026, I pulled Google US page 1 results through Serper for 6 queries, including "should i hire a marketing agency or consultant" and "fractional cmo vs marketing agency". I dropped Reddit, Quora, Facebook, YouTube and LinkedIn feed posts, then opened 44 unique pages in headless Chrome. One returned HTTP 503 to my script, which left 43 readable pages. The checks are keyword matches on visible text, so treat them as a screen, not a reading of every word.

What 43 readable Google page 1 hiring guides cover (my audit, November 3, 2026)

| What I checked | Pages (of 43) |
| --- | --- |
| Mention fractional CMOs | 26 |
| Mention a budget | 33 |
| Show a dollar figure | 21 |
| Mention references or case studies | 21 |
| Say who does the work (junior staff, account manager, working directly) | 14 |
| Mention contract length, cancellation or notice | 9 |
| Mention guarantees | 6 |
| Ask who owns the accounts and assets | 5 |
| Mention small business | 18 |
| Mention AI search terms (AI Overviews, AEO, GEO, AI search, llms.txt, AI visibility) | 9 |
| Mention Kansas City | 0 |
| Have a quiz or scoring tool for this decision on the page | 0 |
| Use FAQPage schema | 16 |
| Median length | 2,024 words |
| robots.txt blocks AI crawlers | 3 sites |

Six pages mention a quiz, self-assessment or decision matrix. I checked those by hand. They point to a different tool, a nav link or a table, and none of them scores your answers, so 0 of 43 let you score yourself. Only 5 of 43 ask who owns your accounts, and only 9 of 43 cover AI search. The full list is in the [audit CSV](/tools/hire-agency-vs-consultant-quiz/hire-quiz-audit-2026-11-03.csv).

Two worked examples follow. First, the consultant sample from the quiz scores 14 of 19 points, and 14 / 19 = 74%. Second, the BLS figure: $166,790 / 12 = $13,899 a month before benefits. That is a national number, not a Kansas City one, and it is the cost of a full-time manager you are not hiring when you rent part-time help.

## How to use your result in 7 days

### 1. Take the quiz using your records, not your hopes

Pull your budget from last month's bank statement, excluding ad spend. Count hours from your calendar, not from your good intentions. If you do not know your budget band, run the [marketing cost calculator](/tools/marketing-cost-calculator-kansas-city/) first.

**Time:** about 15 minutes (my estimate).

**Done when:** you have copied a result that shows points for all four outcomes.

### 2. Write a one-page brief

Write down the job, the one channel to start with and your budget band. Then list who owns which accounts: website, Google Business Profile, Search Console, ad accounts and email list.

**Time:** about 1 hour (my estimate).

**Done when:** the brief fits on one page and every account has a named owner, ideally you.

### 3. Shortlist three people of the winning type

Ask each of them for one live example you can open yourself. Screenshots do not count. If you are in Kansas City, start with [who to hire for marketing in Kansas City](/best-marketing-consultant-kansas-city/).

**Time:** 2 to 3 hours over two days (my estimate).

**Done when:** you have three names and three links you opened and checked.

### 4. Ask the right questions

Ask the three questions from your quiz result. Then add [Google's own questions](https://developers.google.com/search/docs/fundamentals/do-i-need-seo): "Can you show me examples of your previous work and share some success stories?" and "What kind of results do you expect to see, and in what timeframe? How do you measure your success?"

Then run [the 10 questions to ask before hiring](/10-questions-to-ask-an-ai-consultant-before-hiring/). That checklist is written for AI consultants, but its questions on ownership, proof and exit terms work for any marketing hire.

**Time:** 30 to 45 minutes per call (my estimate).

**Done when:** you have written answers from all three candidates in one place.

### 5. Check two references and protect your accounts

[Google says](https://developers.google.com/search/docs/fundamentals/do-i-need-seo): "Check your SEO's business references. Ask past clients if they felt that this SEO provided useful service, was easy to work with, and produced positive results." If someone offers an audit, Google says to "only grant read access to Search Console (at this stage, don't grant them write access)."

**Time:** 1 to 2 hours (my estimate).

**Done when:** you have talked to two past clients of your top pick and nobody outside your business has write access.

### 6. Start with a scoped 90-day trial

Sign for 90 days with a written scope. Keep every account in your name and put a review date on your calendar. On that date, re-run this quiz with fresh numbers.

**Time:** about 1 hour to agree on scope and terms (my estimate).

**Done when:** the signed scope shows a 90-day end date, the review is on your calendar and every login is yours.

## Mistakes that cost the most

### 1. Buying finished work before you can say who you serve

Example: $3,000 a month x 6 months = $18,000 of output aimed at a fuzzy offer. Ads, posts and pages all repeat the same blur.

Fix: write the one-sentence offer first. If you answered "No" to quiz question 3, the quiz points you to a consultant for exactly this reason.

### 2. Hiring a fractional CMO with nobody to steer

Example: $3,000 a month x 12 months = $36,000 for plans that nobody carries out.

Fix: pair leadership with someone who does the work, or hire a consultant who also builds.

### 3. Signing a 12-month term on day one

Example: $3,000 a month x 12 months = $36,000 committed. A 90-day scoped start at the same rate is $3,000 x 3 = $9,000 with a review date. That is $27,000 less locked in before you have seen any work.

Fix: ask for a 90-day scope and keep every account in your own name, because [Google says](https://developers.google.com/search/docs/fundamentals/do-i-need-seo) "you are responsible for the actions of any companies you hire".

## How I weighed the options

Weights behind the comparison and the quiz advice

| Criterion | Weight | What it measures |
| --- | --- | --- |
| Fit to the job you need done | 30% | Whether the type of help matches your real need: a plan, finished work, steering or one channel |
| Who actually does the work | 20% | Whether you talk to the person doing the work or go through someone in between |
| Control of your accounts and assets | 20% | Whether your website, profiles, ad accounts and data stay in your name |
| Cost you can see before you sign | 15% | Whether scope and price are written down up front |
| Speed to first finished work | 15% | How soon something real goes live |

Fit leads because the right type of help at the wrong job wastes money no matter how good the person is.

Disclosure: I am a solo consultant who builds and runs my own marketing channels, so I have a stake in this decision. I name [Blur AI Solutions](https://bluraisolutions.com/pricing), my business, only as an example of one narrow channel sold with a published price: $897 setup then $297 a month, or $0 setup on a 12-month plan, for after-hours AI call answering. I get nothing from any page I name. The quiz is free, asks for no email and sends nothing to me.

## Which one fits which situation

### You have a clear offer and need volume: hire an agency

**Best first move:** give the agency your one-sentence offer and a 90-day scope that covers the channels you need most.

**Watch out for:** an account manager between you and the person doing the work, and advice that leans toward what the agency's team is set up to sell.

**Trade-off:** more output, less direct access.

### You cannot say who you serve yet, or want one channel fixed: hire a consultant

**Best first move:** hire one person to sharpen the offer and fix one channel, and talk directly to whoever does the work.

**Watch out for:** a plan with nobody to carry it out. Ask whether they build or only advise.

**Trade-off:** direct access, less volume.

### You have vendors and nobody senior steering: hire a fractional CMO

**Best first move:** hand the fractional CMO your current vendors and budget, then ask for priorities in writing.

**Watch out for:** hiring one when nobody is there to do the work.

**Trade-off:** senior steering, but no extra hands unless you add them.

- If you are a solo owner under $1,000 a month: start with the first 90 days yourself and the [AI visibility scorecard](/tools/ai-visibility-scorecard/). Watch out for buying a plan you have no time to carry out.
- If you have a small team and four or more channels: start with an agency on a 90-day scope. Watch out for nobody on your side checking the work each week.
- If you have one in-house marketer and nobody senior: start with a fractional CMO or a consultant who also builds. Watch out for plans bigger than one person can carry out.

## Who this is not for

**Companies hiring a full-time CMO or marketing team.** This quiz is for renting help, not building a department. Use a proper hiring process with a job description and interviews instead.

**Businesses that need TV, big brand campaigns or PR.** Those take specialists this page does not cover. Look for a full-service agency with those specialties.

**Anyone looking for a promised result.** Nobody honest sells one. [Google says](https://developers.google.com/search/docs/fundamentals/do-i-need-seo) "No one can guarantee a #1 ranking on Google," and no one can promise an AI assistant will name you.

## How I put this together

I read the top-ranking pages for "should i hire a marketing agency or consultant" on November 3, 2026, skipping a 2014 LinkedIn Pulse article, a Reddit thread and a LinkedIn post.

[The Hartford's guide](https://www.thehartford.com/insights-center/marketing/everything-you-need-to-know-about-hiring-marketing-consultants) clearly explains what a consultant is, how one differs from an agency and why small businesses hire one. It has no fractional CMO, no budget, no questions to ask and nothing on ownership or contracts.

[Frontier Marketing's page](https://frontiermarketingllc.com/marketing-and-consulting-agencies-differences/) lists what a consultant does and does not do: usually plan-focused, often one person, project-based. It also shows how consultants and agencies can team up. It has no scoring, no dollar figure, no exit or ownership questions and no sources.

[Strategy Zoo's page](https://strategyzoo.com/marketing-consultant-vs-agency/) makes the honest point that an agency sells the work its team is set up to do, and it says when an agency is the right hire. It skips the fractional CMO, numbers and budget, and it is written for Idaho.

I also read [The Remarkable Agency](https://theremarkableagency.com/blog/marketing-consultant-vs-fractional-cmo/), [Dante Bland](https://dantebland.com/blog/agency-vs-freelancer-vs-fractional-cmo/) and [42DM](https://42dm.net/fractional-cmo-vs-inhouse-vs-freelancer/). They offer a table, a four-question framework and a decision matrix, but none of them scores your answers.

This page adds: a working 7-question quiz with a visible scoring table, three questions to ask before signing, Google's hiring guidance quoted and linked, an honest do-it-yourself outcome, a first-party audit with CSV, steps with Done-when checks, priced mistakes with the math shown, the AI search angle and a plain disclosure of my stake.

## Frequently asked questions

### Should I hire a marketing agency or a consultant?

Hire an agency if your offer is clear and you need finished work across several channels. Hire a consultant if you need a plan or one channel fixed by the person you talk to. An agency gives more output with less direct access, and the free 7-question quiz on this page scores your own situation.

### What is the difference between a marketing consultant and a fractional CMO?

A marketing consultant is usually one person who diagnoses, plans and often does one to a few channels hands-on. A fractional CMO is a part-time marketing executive who sets the plan, budget and priorities and manages your people or vendors. A fractional CMO fits when you already have staff or vendors and nobody senior steering them.

### Is a fractional CMO worth it for a small business?

It can be, if you already have staff or vendors and nobody senior steering them. If nobody does the work, a fractional CMO writes plans that nobody carries out. For scale, a full-time U.S. marketing manager's median pay was $166,790 in May 2025 (BLS), about $13,899 a month before benefits.

### Should I hire an agency or a freelancer?

Hire a freelancer or solo consultant if you need one channel done well and want to talk to the person doing it. Hire an agency if you need finished work in many channels at once. With an agency, ask who actually does your work, because there may be an account manager between you and that person.

### How do I check that a marketing agency is legit?

Ask for live examples you can open, call references and keep every account in your own name. Google says: "Check your SEO's business references. Ask past clients if they felt that this SEO provided useful service, was easy to work with, and produced positive results." If they offer an audit, Google says to "only grant read access to Search Console (at this stage, don't grant them write access)."

### Can a marketing agency guarantee Google rankings or AI recommendations?

No. Google says "No one can guarantee a #1 ranking on Google." No one can promise that ChatGPT, Claude, Perplexity, Gemini or Google AI Overviews will name your business either; good work only improves the chance of being named or cited.

### When should I do marketing myself instead of hiring?

Do the first 90 days yourself when your budget is under $1,000 a month, excluding ad spend, and you can give more than 3 hours a week. Google says "If you run a small local business, you can probably do much of the work yourself." Re-run the quiz after 90 days to see if hiring makes sense.

Your next step: [run the quiz](#quiz) and copy your result. If you want a free second opinion, email it to [john@johnalewine.com](mailto:john@johnalewine.com) and I will tell you what I would check first.
